One can <br /> foresee a possible standardization of priorities, of record <br /> keeping and a central data bank utilizing Orange County's data <br /> system` A comprehensive overview of housing needs and resources, <br /> dollars spent and program efficiency could eventually be avail- <br /> able from one source' <br /> C. Mobility: Neither housing needs, nor the citizens of Orange <br /> County recognize the boundaries around a municipality. The same <br /> people move all over Orange County, as well as Chatham and Durham. <br /> Indeed, HUD would prefer that housing needs be addressed in larger <br /> areas, instead of according to jurisdictional linen.
