A separate Board is able to act in <br /> an advocacy capacity for that group, considering their needs <br /> alone and lobbying for that group in competition for avail- <br /> able resources, <br /> The consideration of housing needs and housing programs <br /> is highly technical, requiring some knowledge and skill , but <br /> most of all time for a clear understanding. The scope and <br /> quality of the work of a housing Board, the important policy <br /> issues, cannot easily be the additional items on the over- <br /> worked agenda of a County or Town Governing Body. Having <br /> all County housing programs under one umbrella, with a <br /> unified goal , has the potential to bring forth consistent <br /> and purposeful policy development. <br /> B. Central Intake/Central Data: CvrrentlY, a low income <br /> family can apply for Section 8 Existing assistance and Public <br /> Housing in approximately five minutes, because one clerical <br /> person can take both applications and explain both programs. <br /> The rationale for locating the Housing Authority Building <br /> where it is, as part of a County Services Complex, is working. <br /> There has been more interaction of &using Authority staff, <br /> with other agencies than ever before, and therefore, more <br /> community awareness of housing services. The location lends <br /> itself, and the building is used for, community meetings. <br /> Both Section 8 Programs, as well as Public Housing, have <br /> worked well with Community Development Programs in Chapel <br />
