The concept is being expressed again, now, <br /> 7 <br /> because the-rrugmen tati on of available housing services is being considered. Over <br /> the years, many people have recognized the efficiency of a single operation for <br /> counties (school bnards, housing authorities, etc.). In this period of being faced <br /> with the need to accomplish more with less resources, consolidation of such services <br /> is an avenue that should be fully expinred. The following recommendation comes from <br /> a Board of Commissioners whose undivided responsibility and concern has been housing. <br /> This is not a recommendation about who should administer a housing agency; nor how <br /> a Board should be constituted. The concern here is the provision of housing services <br /> of the best possible quality for low and moderate income citizens of Orange County. <br /> The Chapel Hill Housing Authority recommends that the manage- <br /> ment responsibilities of the Orange County Housing Assistance Pay- <br /> ments Programs (Section 8 Existing and Moderate Rehabilitation) <br /> not be transferred, at this time; that, in general , the most <br /> efficient way to administer housing programs is with a single <br /> administrative unit; that Orange County and the Town of Chapel <br /> Hill initiate action to determine how such an administrative <br /> unit may be organized and structured.
