It would take 11 months if the deficit were at <br /> eve and months level d 7 if the deficit is �l7 <br /> the $27,595 rmn 000., <br /> Once the deficit is eliminated any surplus income would <br /> c' accrue to the County for such other housing goals as reha- <br /> bilitation beyond target neighborhoods, establishment of a <br /> revolving loan fund, or housing weatherization. <br /> d^ This option would give a vehicle for more of a county-wide <br /> housing effort while at the same time ensuring stability <br /> to a department which may be able to make use of further gran t <br /> funding. <br /> e. The County is already writing the rent checks for the pro- <br /> gram,' ram utilizing data processing. <br /> Disadvantages <br /> a um that is already operating with <br /> ` Obviously am <br /> deficit` assuming a program <br /> an increased pressure on the County. <br /> b. Assumption would increase the County's administrative burden. <br /> Transition from one administrative unit to another will <br /> c' cause some temporary loss of efficiency. However, this can <br /> be mitigated by providing an adequate period for transition. <br /> LATEST DEVELOPMENT <br /> From the foregoing it is clear there are many pro's and con's to be <br /> weighed with both options An airing of views took place October 1, 1982 in meeting <br /> with the Housing Authority` O <br /> Chairman and Director. It is expected they will <br /> discuss the matter further when the Authority Board meets October 12. <br /> AGENDA SCHEDULING <br /> Board of Commissioner action will have to be taken on October 25 unless <br /> further extension is requested and granted from HUD. If the decision is for <br /> the Board <br /> Authority to continue administration of the program ne o^,d no"l" have <br /> to approve the Authority's deficit reduction plan and submit it in its capa- <br /> city as the Orange County Housing Authority.
