Discussion ensued. <br /> Shanklin expressed opposition to shared driveways. <br /> He stated shared driveways do not cut down on traffic; <br /> They concentrate the entry point of that traffic. He <br /> added there are no reliable statistics that indicate <br /> consolidation of the entry point without changing the <br /> volume of traffic will change the accident rate. He <br /> indicated he does not believe that the Board needs to get <br /> involved in deciding where driveways should be as the <br /> State Department of Transportation will put driveway <br /> culverts in on request. <br /> Cannity noted it is the feeling of the Commissioners <br /> that if you minimize the number of points of conflict <br /> on a road, then you have minimized the chances for <br /> accidents. <br /> Shanklin felt all that is accomplished is that the <br /> accident are all in one place. <br /> Kizer felt that fewer places for access makes for <br /> less hazardous driving. He noted the Planning Staff <br /> was talking about major roads such as Highway 54 not <br /> about shared driveways in subdivisions. <br /> Mrs. Barbour expressed concern about maintenance <br /> problems with shared drives, adding there should be <br /> service roads instead of shared driveways. <br /> Shanklin felt neighbors will have problems with <br /> children and maintenance of shared drives. <br /> Cannity noted shared driveways are usually for lots <br /> at least 1 acre in size. The shared drives are only <br /> about 30 feet and then branch off to individual drives. <br /> Discussion of the road classification system followed. <br /> Kizer suggested considering the concept of limited <br /> access (i .e. dural access4 service roads, etc. ) where <br /> traffic patterns warrant as guided by the County <br /> classification system. <br /> Shanklin felt limited access should be limited to <br /> State numbered roads like 54, 86 and 70. <br /> Kizer agreed it should be limited to state numbered <br /> roads. <br /> Shanklin noted there are very few instances in the <br /> County where we need to limit access. <br /> Kizer indicated he would be willing to move that the <br /> Board consider a policy of limited access for sub- <br /> divisions on arterials/collectors that can be shown <br /> to have more than 10,000 trips per day and that limited <br />
