1 <br /> AGENDA ADDITION: Division of the property of John C. Blackwood <br /> was presented by Cannity. It is the Planning <br /> Staff's position that Mr. Blackwood's property <br /> is a part of a larger tract and that his sub- <br /> division proposal is a major subdivision. <br /> Discussion ensued between the Board and Mr. <br /> Blackwood. Mr. Blackwood asked for approval <br /> as a minor subdivision. <br /> Kizer moved for approval as a major subdivision <br /> and to accept the submittal as the preliminary <br /> plat. Seconded by Boericke. <br /> VOTE: Pilkey and Lunsford opposed <br /> Gordon abstained <br /> Motion carried <br /> AGENDA ITEM #5: Sub-committee report on the proposed amendment <br /> policy for the Land Use Plan. <br /> Report given by Dr. Gordon. <br /> Disucssion ensued over the sub-committee propos' l <br /> of particularly the overall philosophy of amend <br /> ments and timing of amendments. <br /> There was consensus to delete categories of <br /> amendments. <br /> Kizer and Shanklin suggested that the Plan be <br /> finetuned during a "grace period" so that follow <br /> ing completion of the activity an "optional" <br /> plan would be in place by September 1983. <br /> Shanklin suggested designating industrial <br /> areas in this process. <br /> Boericke asked what provisions for finetuning <br /> would be active until 198:3. <br /> MOTION: Kizer moved to accept the Procedures with the <br /> deletion of the categories of amendments and <br /> that after September 1983 changes to the Land <br /> Use Plan would be considered once a year for <br /> total comprehension. Prior to that time a series <br /> of public meeting for input on finetuning the <br /> Plan would be held. <br /> Gordon thought the Staff could report on this <br /> matter in November with a public hearing schedule <br /> for February. <br /> Shanklin suggested that effective now amendments <br /> and rezoning must be considered separately. <br /> The Board considered alternative wording in the <br /> document for these changes. <br />
