NATIONAL PARK SERVICE <br /> SURVEY, PLANNING AND <br /> PREDEVEIOPMENI GRANTS <br /> MEMORANDUM OF AGREEMENT <br /> I . <br /> This Memorandum of Agreement is herein entered into this 1st day of <br /> November ,i 1982 by the Division of Archives and History, hereinafter <br /> known as the Division, and the County of Orange <br /> the Grantee, for and in consideration of a federal :heamount of <br /> ! <br /> Four thou ($ 4,000 ) DOLLARS,sand dollars _ <br /> 1 <br /> for the purpose of architectural services associated with the Old <br /> I <br /> Orange County Courthouse <br /> . The Grantee <br /> -- , <br /> agrees to math such grant with funds, or donated property, equipment, and <br /> services from'nonfederal sources within the grant period, and to use such <br /> grant and matching funds, or donated property, equipment, and services for <br /> the purpose hereinabove specified, and to furnish such reports and documen- <br /> tation, financial or otherwise, as may be specified by the North Carolina De- <br /> partment of CUltural Resources, Division of Archives and History. <br /> Lobb in: withIA..ro.riated Funds: Historic Preservation Fund(NPS) grants <br /> must conform to provisions of 18 USC 1913: "No part of the money appro- <br /> priated by any enactment of Congress shall, in the absence of express <br /> authorization by Congress, be used directly or indirectly to pay for any <br /> personal serviJce, advertisement, telegram, telephone, letter, printed <br /> , <br /> or written matter, or other device, intended or designed to influence <br /> in any manner la Member of Congress, to favor or oppose, by vote or otherwise, <br /> any legislati9n or appropriation by Congress, whether before or after the <br /> ii, :roduction of any bill or resolution proposing such legislation or appro- <br /> priation; but this shall not prevent officers or employees of the United <br /> States or its Department or agencies from communicating to Members of Congress <br /> on the request of any Member or to Congress, through the proper official <br /> channels, requests for legislation or appropriations which they deem <br /> necessary for the efficient conduct of the public business," <br /> I <br /> Method of Reimbursement: The Grantee will certify matching funds either by a <br /> statement of deposit from a local bank or by a statement from a county or muni- <br /> cipal official. The Division agrees to reimburse the Grantee up to 502 of all <br /> expenditures for project as described. Upon request, the Division will advance <br /> the Grantee thirty percent (302) of the Division's share of the project cost. <br /> After satisfactory liquidation of this advance, including an equal amount of <br /> matching share; two additional advances may be requested, However; the final <br /> ten percent (102) will be reimbursed only after satisfactory project completion. <br /> Method of Acconnting: The Grantee agrees to maintain accurate records of all <br /> expenditures related to the project. Copies of invoices and canceled checks <br /> or computerized print-outs will be used to substantiate expenses. 'Expenditures <br /> for salaries, materials, travel and per diem, and printing costs must be docu- <br /> mented by canceled checks or print-outs and substantiated with references to <br /> hours worked, type of materials, amount of travel, etc., as applicable. Donated <br /> services or materials must be documented through time and attendance records or <br /> by a statement of justification of value for materials.
