Such monitoring exists for those in skilled nursing homes (Nursing Horn- <br /> Advisory Committee)- General Statutesnow permit the equivalent to be set Lit <br /> for domiciliary homes. Were a committee formed it would have the functions; <br /> 1. Promote visitation and awareness of the needs of aging and disabled <br /> lersons who reside in the homes. <br /> 2. Recruit volunteers to help residents. <br /> 3. Provide linkage between Social Services and the domiciliary home <br /> administrators for maintaining the spirit of the Domiciliary Home <br /> Residents' Bill of Rights. This would include identifying any alle'ed <br /> violations and reporting these to the Home administrators and the <br /> Department of Social Services who have responsibility for resolutio <br /> 4. Report to the Board of Commissioners with a copy to the N. C. Depar - <br /> ment of Human Resources containing an appraisal of the problems of <br /> the homes as well as issues affecting long term care. <br /> A committee approach, if adopted, would be in addition to monitoring already <br /> existant iin Social Services. A social worker now must visit the homes month y <br /> to make sure that licensing requirements are being met. Proponents of the <br /> idea of alcommittee feel that a division of responsibility should exist betw en <br /> an adv©cady role for residents versus the investigation role of Social Services. <br /> Questions to be decided by the Board include: <br /> 1. Whether to have a committee <br /> 2, Committee size <br /> 3. Make up of its members <br /> 4, length of term <br /> I <br /> 5. Where to locate (under Aging or Social Services) <br /> Whether to have the committee function as one which the <br /> Board would make appointments or as a sub-committee of the Aging <br /> dr Social Services Boards. <br /> The Senior Citizens Board recommends approval and has guidelines attached fo <br /> the Board fto consider in deciding the above. <br /> IMPACT: There are two considerations here: First any committee would need staff ass s- <br /> tance. Whlile this could come from existing personnel (DOA or DSS) the DSS <br /> Director nptes that additional staff time might be necessary to respond to <br /> the concerns raised by the committee. Secondly, Committee members would des re <br /> mileage reimbursement. There are no funds budgeted for this. <br /> RECOMMENDATION: <br /> As the Board decides. <br />
