C. <br /> 27278 <br /> IUCHA=^WNmEO,=_ <br /> p"RM=ovn^VE=° <br /> SHIRLEY,.MARSHALL <br /> NORMAN WALKER <br /> DO"WI""OTT <br /> RESOLUTION OPPOSING PROP0SEDAMENDMENT3 TO REGULATIONS GOVERNING THE <br /> COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br /> WHEREAS, the primary objective of Title I of the Housing and <br /> Community Development Act of 1974 is 'The development of viable urban <br /> communities, by providing decent housing and suitable living environment <br /> and expanding economic opportunties, principally for persons of low-and <br /> moderate-income"; and <br /> WHEREAS, use of the Community Development Block Grant (CDBG) <br /> program in Orange County has resulted in substantial improvements to <br /> housing, public facilities, public services and economic opportunities for <br /> persons principally of low- and moderate-incomes in the targeted communities; <br /> and <br /> WHEREAS, we the Board of Comthissioners offlrange, COunty, North Carolina <br /> view the Community,DeVelopment- adk,Grant-program as 67:popular, highly <br /> effective programWhi0=qsseh:STiffik:Lto.,,Jocal_needS; and <br /> WHEREAS, Vme t =7to ! t` the COmmunity Development <br /> Block Grant prn ram pr ' � h�� h Dep rtment'o�Housing and Urban <br /> Development ( ^ ' dpb]'isbed,in th-0-7F'egeral- Regfiter.on October 4, 1982 <br /> would relieve s ofthe obligation to spend:mostof their CDBG funds <br /> on projects *hickhene income'liersons; and <br /> '�� <br /> WHEREAS, d�}��th 6hSed �� bhwoad HUD woad no: lnnger view local <br /> CDBG programs to assure principal benefit to low- and moderate-income persons; <br /> and <br /> WHEREAS, the effect of the proposed regulations may be to dilute the <br /> effectiveness of the CDBG program in meeting the needs of low- and moderate- <br /> income persons, violating the statutory purpose of this program; and <br /> WHEREAS, the Orange County Board of Commissioners is aware of tremendous <br /> needs, such as substandard housing, lack of adequate water and sewer <br /> facilities, absence of needed public services, lack of economic opportunities <br /> and other needs facing low- and moderate-income persons in this area as well <br /> as in other areas of our nation; and <br /> WHEREAS, the Orange County Board of Commissioners supports continuation <br /> of the Community Development Block Grant program to address such pressing needs; <br /> ---_-- _ <br /> NOW, THEREFORE BE IT RESOLVED, that the Orange County Board of Commissioners <br /> opposes the changes proposed by the Department of Housing and Urban Development <br /> and recommends that the Community Development Block Grant program benefits <br /> continue to be ta eted for persons principally of low- and moderate-income. <br /> �, <br /> This the / day of November, 1982. <br /> Richard E.
