Whitted or <br /> Yes, Resolution Mr. Kittrell <br /> ` Pbcooerwsober: 732-8I81 ext. 510 or 425 <br /> PURPOSE: Consideration of a Resolution opposing proposed amendments to Regulations <br /> governing the Comunity Development Block Grant Program' <br /> NEED: There has been a proposed major policy change in HUD's interpretation of the <br /> Community Development Block Grant Program. The goal of the CDBG program remains <br /> the "development of viable urban communities, including decent housing and <br /> a suitable living environment, and expanding economic opportunities, principally <br /> for persons of low- and moderate- income." The three objectives of the CDBG <br /> program are: elimination of slums and blight; meeting CD needs of particular <br /> urgency; and conducting CD activities which principally benefit low- and moderate- <br /> income facilities. In recent years, all community development programs have <br /> given thaximum priority to low- and moderate- income benefit. <br /> Under the proposed new regulations, CD projects would be required to address <br /> only one of the three objectives. According to the Community Development <br /> Digest, (No. 18-18, September 28, 1982)' "Only one of these objectives <br /> requires benefit to lower income persons. The uthers...could presumably offer <br /> little or no measurable assistance to poorer residents. ..There is still debate <br /> over whether the purpose of the CDBG program is served by lessening emphasis <br /> on activities that benefit lower income persons.. '." <br /> These regulations will become effective in February, 1983, unless Congress <br /> offers objections during the comment period. <br /> MIPACT; There is a stong possibility that the will lose its Congressional <br /> support if the thrust of the program changes in accordance with the pro- <br /> posed amendments. <br /> RECOMMENDATION: Adopt the Resolution. If the Board adopts the Resolution, the Chair <br /> should be directed to write a letter to the Chair of the House Housing Sub- <br /> committee, Mr. Gonzalez (D-Texas) and include the Resolution; copies of the <br /> letter and Resblution should be forwarded to Congressmen Andrews and Fountain <br /> and Senators Helms and East and President Reagan. <br />
