a <br /> 08 <br /> STAFF REVIEW <br /> For each proposed amendment to the Plan, the Orange County <br /> Planning Department shall carry out an analysis of the proposed <br /> amendment and its effect on land use in the particular area of <br /> the proposed change and the County as a whole. Based on its <br /> analysis, Planning Staff shall prepare a recommendation on the <br /> proposed amendment. <br /> PLANNING BOARD PRELIMINARY REVIEW <br /> The proposed amendment along with the analysis and recommen- <br /> dation of the Planning Staff shall be considered by the Planning <br /> Board at a regularly scheduled meeting. The Planning Board may <br /> refer the proposed Plan amendment to its Township Advisory Council <br /> (s) in the area of the County to be affected by the change; <br /> a) on its motion; <br /> b) on a request from the chairperson (s) of the Township Advisory <br /> Council (s) in the areas to be affected; <br /> c) in response to a request from Planning Staff. <br /> JOINT PUBLIC HEARING <br /> For all amendments to the Plan, the Board of Commissioners <br /> shall hold a joint public hearing with the Planning Board. When <br /> a public hearing is held, notice shall be given by publishing the <br /> time, place and substance of the proposed amendment at least twice <br /> in a newspaper of general circulation in the County. This notice <br /> shall appear in the newspaper for two successive weeks with the <br /> first notice appearing not less than fifteen days nor more than <br /> twenty-five days before the date set for the public hearing. <br /> RECONSIDERATION by the PL'. NING BOARD <br /> Following a joint public hearing on a Plan amendment, the pro- <br /> posed amendment shall be referred back to the Planning Board for its <br /> review and recommendation. <br /> BOARD OF COMMISSIONERS ACTION <br /> The Board of Commissioners shall decide by formal vote , on the <br /> request for a Plan amendment following the final Planning Board re- <br /> commendation. <br /> LAND USE PLAN ANNUAL REPORT <br /> The Planning Board at its regular meeting each November shall <br /> hear a report prepared by the Planning Staff on the status of the <br /> Land Use Plan including; <br /> a) a summary of proposed amendments to the Plan over the past <br /> year and their disposition; <br /> b) an analysis of current and potential land use issues in the <br /> County and how well the Plan addresses these issues; <br /> c) staff recommendation for possible changes to the Plan. <br />
