764 -r 081 Planning Board Subcommittee Proposal 9/30/82 Planning Board Proposal 10/18/82 PROPOSED PROCEDURES FOR AMENDING THE LAND USE PLAN PURPOSE The Orange County Land Use Plan (Plan) was adopted by the Board of Commissioners on September 2 , 1981. The act of adoption formalized the Plan text and map as County policy in land use matters. The Plan will need to be amended from time to time to reflect changing condi- tions in the County. This document proposes procedures by which the Plan will be amended. REASONS FOR AMENDMENTS The Plan may be amended for the following reasons: a) because of changed or changing conditons in a particular area or areas of the County; b) to correct an error or omission in the Plan; c) in response to a change in land use policy. SOURCES OF AMENDMENTS Proposed amendments to the Plan may originate from: a) the Board of Commissioners; b) the Planning Board; c) an amendment application made by any person or agency. WHEN AMENDMENTS MAY BE CONSIDERED Until September 2, 1983 amendments to the Plan will be considered at the regularly scheduled quarterly public hearings. A rezoning re- quest may be considered at the same time as a reauested amendment to the Plan.. After September 2, 1983, amendments to the Plait shall be considered once a year at the quarterly, joint public _hearing in Feb- ruary and no' rezoning request shall be considered in conjunction with a land use plan amendment for the same property. REFERRAL OF AMENDMENTS Amendments proposed by the Board of' Commissioners or the Planning Board or an amendment application made by a person or agency shall be referred to the Orange County Planning Department. Amendment applica- tions should contain a description of the changed or changing condi- tions which justify the requested change, or the error or omission in the Plan which the amendment seeks to correct, or the changed land use policy which necessitates an amendment.
