What means would be available if an economic development program <br /> needed to be reorganized to better suit the existing needs? <br /> aY If a private organization is set up, changes could be made <br /> _ -- through alteration of by-laws and direction by the Board of` <br /> Directors. <br /> b Under a public organization the electoral process, budgetory <br /> review and personnel evaluation, and direction by an oversight <br /> commission are mechanisms for change. <br /> 7, Willat would be the costs of establishing an organization? <br /> a) A private organization would provide all the support services <br /> listed above in addition to the salary of professional staff. <br /> b) The public organization, if it were part of County government <br /> | could make use of the existing County facilities and programs. <br /> This could reduce the overall costs of the program. <br /> O. HOw can the costs of an economic development program be divided <br /> between several participants? <br /> a) There are two types of costs that need to be provided for, the <br /> first is the initial or start up costs. The second cost would <br /> be any additional operating monies needed during the budget year. <br /> Recommendation, <br /> The r comnendation which follows is the affirmative step which I believe <br /> the County should take at this point to take account of County-wide needs and <br /> to encourage other area groups in their continued pursuit of development cor- <br /> pnrntimns.
