Williams read the DEO directive stating the following requirementa: <br /> I. Agencies applying for FY 83 CSBG funds must bold Public Hearings in each <br /> county serried by that agency. <br /> 2. The Public Hearings will be accurately recorded. <br /> 3. The CAA Beard of Directors and the County Commissioners must review the <br /> Comments and5 recommendations made at the hearings. <br /> I, <br /> 4. Prior to submission or the Anti-Poverty Plan, DEO will review said plan:. L. <br /> 5. Each CAA receiving funds are required to spend at least 40% on projects <br /> working to% eliminate causes of poverty as relates to housing and/or <br /> employment'. <br /> - 1 <br /> Na. Williams then outlined JOCCA's present major CSBG areas, which were; <br /> Housing Assistance, Outreach and Advocacy/Human Services, Energy Conserva- <br /> tion, and Community Leadership Development. <br /> I <br /> Ms. Williams reviewed the list of possible projects for FY 83 from the Anti- <br /> Poverty Plan (copies were made available at sign-in). The major points were <br /> as follows; 1 <br /> 1. To secure end obtain meaningful employment <br /> 1 <br /> 2. To obtain and adequate education. <br /> 3. Hake better use of income. <br /> I <br /> 4. To obtain and maintain adequate housing. <br /> At this point, M . Williams explained that paragraph (.c. was in error. <br /> It was stated that CSBG funds could not be used for new construciton, but <br /> could be leveraged so that new construction can be acquired. <br /> 5. To obtain Emergency Assistance through loans or grants - that loans and/ <br /> or grants be used to meet urgent family needs, including, health services, <br /> nutritious food, housing, employment related assistance.
