ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 16, 2006 <br />Action Agenda <br />Item No. 5 <br />SUBJECT: Efland Sewer System Master Planning <br />DEPARTMENT: County Manager <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Map of the Existing (unapproved) Efland <br />Sewer Master Plan Phases <br />INFORMATION CONTACT: <br />Paul Thames, County Engineer <br />919-245-2303 <br />PURPOSE: To update the BOCC as to the configuration of the existing phases of a proposed <br />1985 Efland Sewer Master Plan. <br />BACKGROUND: A master plan for the Efland Sewer system was developed in 1985 and <br />reviewed, but never formally approved, by the Orange County Board of Commissioners. Given <br />the pending culmination of a number of BOCC objectives (e.g, extension of utilities to the <br />Buckhorn Economic Development District, the 1997 Efland sewer bond prpject, the Efland - <br />Mebane Small Area Planning process, Transfer of Development Rights study, etc.), it may be <br />appropriate for the BOCC to revisit the issue of the Master Plan for the Efland Sewer System. <br />A map of the Efland -Buckhorn area delineating proposed elements of the unapproved 1985 <br />Efland Sewer Master Plan is attached for Commissioner review. The County Engineer will <br />make a presentation using larger scale maps, and be available to respond to questions, at this <br />February 16 worksession. <br />FINANCIAL IMPACT: There is no financial impact associated with BOCC review of the <br />proposed Master Plan, For FY 2004-05, the Efland Sewer Enterprise Fund ran an operational <br />deficit, with expenditures exceeding revenues by nearly $80,000, That amount was covered by <br />a transfer from the County's General Fund. The Board may wish to direct staff to examine <br />options for reducing the annual operating deficit in the fund, including a passible reconfiguration <br />of sewer rates. Any possible changes in rates charged to customers might be accompanied by <br />ameans-tested assistance program, similar in concept to the one in place for the County's 3R <br />fee for recycling services, <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />Review the attached maps as information; and <br />Direct staff to provide additional information as required <br />
