Chairman Whitted referred, as is the usual practice, the <br /> matters on the public hearing to the Planning Board to consider and make a <br /> recommendation back to the Commissioners; he declared the public hearing adjourned. <br /> Following a ten minute break, the Board of Commissioners resumed deliberations <br /> on the announced agenda items (all members were present). <br /> A. Title II-B Program: The County Manager told the Board that Congress <br /> had not passed enabling legislation to continue the program;however, certainty <br /> is 00% in favor of its being continued. Commissioner Whitted asked Mr. Mangum, <br /> CETA Director, if the State was a partner in this funding of Federal programs <br /> with County money while awaiting Congressional nctionY Mr. Mangum responded yes, <br /> that the State will provide thirty days of "phase out money" should the program <br /> be discontinued and that would permit the County to recover its expenditure. <br /> Commissioner Walker moved, seconded by Commissioner Marshall , to approve the <br /> attached budget amendment providing the funding, conditioned upon the County <br /> advancing the funds one month at a time for this Federal program, as recommended <br /> by the County Manager. Vote: Ayes, 5; noes, O. <br /> 2. Housing Rehab Awards: Commissioner Gustaveson moved, seconded by Commis- <br /> sioner Whitted, to award the contracts to: Gates Construction for units I/ 14, 54, <br /> and 88 ($9,377; $ 7,537; and $10,716, respectively), Taylor Home Improvement for <br /> unit 11 100 ($6,255)2B) and Temco Construction for unit W 145 ($6,355), <br /> During discussion concerning the awarding of the contract to the second low- <br /> est bidder for unit R 14, Commissioner Gustaveson amended his motion, with Commis- <br />
