Thompson, <br /> ment & Training to operate a Title CETA Director & County Manager <br /> I[-8 Program; Budget Amendment Phone NoMasr: ext. 468 ext. 501 <br /> PURPOSE: Consider acceptance of the Title II-U Grant for FY '83, upon Congressional <br /> approval of enabling legislation and DET contract approval. <br /> NEED: Needs assessment was conducted by Mr. David Mack, Regional Planner of the <br /> Division of Employment & Training, Raleigh, North Carolina. Copies of the <br /> complete assessment are available upon request' <br /> Congress has not passed the enabling legislation that would be effective <br /> October l 1982' In order for the County to continue CETA after September 30, <br /> without Congressional approval, a budget uined <br /> ^^ <br /> before any could occur. This amendment would have to show the <br /> e source as County revenue pending an approved contract with DET. The <br /> '~`~ funds required not be determined at the present time. <br /> amount of County un s requ re can w. <br /> — 3ee attached letter of Susan Train. Ms. Train indicates as of 9-22-82 that <br /> she is 90% sure_ of funding at federal level. Both houses have passed bill <br /> with differences that are being worked out in committee. <br /> IMPACT: Involvement of over 100 persons, 14 years of age and above in educational <br /> and work experience training. Target groups are economically disadvantaged, <br /> handicapped, high school dropouts, AFDC recipients and minorities. This <br /> program will augment the county work force by the above mentioned figure. <br /> Funding is as follows: 4 <br /> a. Program funds - 5161 ,236 <br /> b. Administration <br /> funds - 27,467 <br /> Total Funds - 5188,703 <br /> RECOMMENDATION(S): <br /> Approval of attached amendment but conditioned on the County advancing the <br /> Federal funds ohe month at a time. <br />
