- 8 - <br /> the other' A shift to large bus/mini-bus/van/mix fleet by 1985 is vital if '/ <br /> the system is to accomplish desired changes in operations and dynamics . <br /> While monthly billing arrangements or ticket systeM for passenger <br /> trips delivered appears to be the basic form that revenue collection will <br /> take, adjustments may need to be developed after the first few years of <br /> operations to allow for significant differences in trip distances or time <br /> invulved. The coordinator will need to develop these rates with information <br /> gained from operating experience and with the help of the governing Trans- <br /> portation boord. Flexibility in rate structure cun. aot as an incentive <br /> in the future for agencies to streamline the transportation components of <br /> their programs . <br /> It appears that the system will continue to need to call upon Orange <br /> County to contribute to operating revenues for the system, both in terms <br /> of portions of DOA' S payment and their continued support of certain over- <br /> head and personnel costs . The county could find a marked increase in its <br /> responsibilities if UMTA l6-h-2 funding is curtailed and they are called <br /> upon to help fill the gap. <br /> Most trips will fit into a fixed or flexible route mode. Demand <br /> response service mostly to and from medical service areas will be in effect <br /> in 1982—and 1983, but not at significant levels until the fleet has a viable <br /> mix in 1984. It would be especially helpful if the system could make better <br /> use of its mid-day capacity (10 A.M. to 2 P.M.) through arrangements with <br /> membey agencies and smaller agencies that may require service. Coordination <br /> must continue with Chapel Hill Transit and private bus and taxi companies <br /> operating in the area. Chapel Hill Transit has mentioned in their TOP <br /> the possibilities of instituting regular Chapel Hill-Hillsborough service <br /> in the 1984-85 period, which could impact some of our ancilliary trips by <br /> government workers and clients of small organizations , that might otherwise <br /> be served by some of the system's demand responsive service.
