That <br /> will likely be decided by the degree of control the governing board deci <br /> to have over vehicles that constitute the fleet. <br /> The- issues of vehicle replacement, the types of services to be <br /> offered now and in the future, controlling operational costs, transportation. <br /> program operation interface and several other issues face the system in this <br /> early stage of development. As indicated in the service design for the firs <br /> year of system's operations , the vehicle mix existing among participating <br /> organizations was not adequate to allow for much more than some timesharing <br /> of vehicles on the routes operated by DOA, 8PCHH, JOCCA and OCCHS. Fifty <br /> percent (60%) of routes involved double runs and some 80% of vehicles were <br /> filled to capacity during client pick-up and drop-off runs . Seventeen <br /> out of nineteen vehicles used by the five agencies for route transportation <br /> were 12 or 15 passenger vans , greatly limiting ridesharing on the many r ta! <br /> _ -. '- - <br /> . <br />
