- ' �� , <br /> - �=,=~ <br /> ��v ��l��' <br /> . <br /> - 2 - <br /> 1982 <br /> In regard to the management structure, the major actors (Orange County, <br /> HSAC, and the four agencies) will need to decide by 1982 whether to continue <br /> on the basis of an informal county-agency alliance or to adopt the HSAC <br /> Transportation Committee' s recommendations which include - <br /> (1 ) developing a formal coordinated structure <br /> entitled Orange C.A.T. for Orange County <br /> Coordinated Agency Transportation, This <br /> would involve a highly visible and unified <br /> identity for all coordinated Vehicles through <br /> common orange color and vehicle labeling. <br /> (2) designating JOCCA as lead transportation agency <br /> for purpose of capital equipment requests under <br /> UMTA 16(b)(2) on behalf of the participating <br /> agencies in the C.A.T. system. JOCCA qualifies <br /> as an eligible non-profit private organization. <br /> (3) ettablishing an independent Orange County Trans- <br /> portation_ ^ ' <br /> Board directly responsible to the County <br /> Commissioners for managing a coordinated system. <br /> A small board initially composed of JOCCA, DvA. , <br /> ' -Ol.C8S~_DPC Mental Health Center, private operator <br /> and consumer representative, would meet monthly to <br /> make independent decisions about important operational <br /> matters directly affecting member agencies. The <br /> Department on Aging (Director/Secretary)would provide <br /> a minimal amount of administrative/clerical support <br /> to the Transportation Board for coordination and <br /> planning purposes. <br /> - <br /> - ` . <br />
