R. 6863) <br /> WHEREAS, the Senior Community Service Employment Program (SCSEP) has <br /> offered a valuable human resource to the municipalities and county of Orange <br /> since April , 1974; and <br /> WHEREAS, the loss of said resource (over 21 part-time positions) would <br /> have i di . and serious consequences for the provision of transportation, <br /> congregate ult day care, senior center programs, legal assistance, <br /> �n care other essential services to our 8,109 citizens 60 years of <br /> -- age� and olde (11% of our population); and <br /> WHEREAS., the loss of said resource would be irreplaceable without sig- <br /> nificant added costs to the local and state governments and the already <br /> depleted prqatm resources, forced to compensate for the effects of these <br /> reduced or eliminated services; and <br /> WHEREAS, the continuation of Title V SCSEP would be cost-effective since <br /> the pmrt ts would remain contributors to the public's welfare rather <br /> than recipie ts of public assistance; and <br /> WHEREAS the Title V SCSEP offers, at any one time, over 21 low income <br /> employment-disadvantaged older adults of Orange County a meaningful , contri- <br /> buting role in their respective communities, where as models of productivity <br /> and strong c aracter they motivate people of all ages; and <br /> WHEREAS, those SCSEP participants who achieve unsubsidized employment <br /> become ' ls of hope and encouragement for the many older citizens frus- <br /> trated and discouraged by unemployment and underemployment in our highly <br /> competitive, tight labor market; and <br /> WHEREAS, both t .he executive and legislative branches of government <br /> earlier endOsed the Title V SCSEP by reauthorizing the Older Americans <br /> Act in December, 1981. <br />
