4 4 c <br /> Pg. lr <br /> The Planning Staff feels the applicant has presented a preponderance <br /> of evidence to indicate compliance with the general standards and specific <br /> Iles governing a Planned Development (P-D.11-R-4 ) request. The Stonegate <br /> pplication substantially complies with ail required regulations and <br /> standards, <br /> Th.: Planning Staff further feels that the following conditions should. <br /> be imposed on the Planned Development Stonegate. <br /> 1. The grantee of this Special Use Permit shall post with Orange <br /> County , in a form acceptable to the County Attorney, a bond or letter of <br /> credit in an amour equal to the cost of all improvements plus The <br /> emeunt shall be determined on the basis of fully executed construction <br /> contracts or certification by a registered engineer employed by the grantee <br /> of this Special Use Permit. Security for construction of the improvements <br /> in this project may follow the phasing in the project. Specifically, as <br /> improvements are cOmpleted in each phase that phase and a correspond mg <br /> amount of money may be released from the security instruments or the <br /> security instruments may be renegotiated based on the "yet to do" potion <br /> of the improvements, <br /> 2. Security shall be provided for the grading, paving end stabilisation <br /> of all cleared areas, streets and other vehicular travel ways; sidewalks <br /> and other pedestrian walkways; erection of street signs; utility installation <br /> and hookups and "tot lot"; landscaping and mulching around all mobile home <br /> units. <br /> 3, All necessary easements to permit_ utility (electricity, telephone <br /> nd cable television by any cable television provider franchised by Orange <br /> aunty to serve this development) installation, servicing and hookups to <br /> the development and to each unit within the development shall be provided <br /> no cost to the utility provider. <br /> 4. Roads, parking areas, walkways, sidewalks, street signs, utilities , <br /> recreation facilities and sites (including boat storage area, car wash area, <br /> office area and "tot lot") , landscaping and mulching around units sh';ll be <br /> maintained as constructed. All such improvements and facilities shall further <br /> be maintained and operated in a safe manner. <br /> S. The grantee shall promulgate rules and regulations governing tenancy <br /> in the development which shall restrict accumulation of trash and rubbage <br /> outside of the mobile home units , shall require maintenance of yard areas <br /> by the mobile home unit owner, shall restrict storage of goods outside of <br /> mobile homes and which shall further prohibit the storage of junked or unreg- <br /> istered motor vehicles. <br /> The grantee shall file with the Orange County Planning Department a <br /> copy of the rules and regulations promulgated under this condition and main- <br /> tain an up-to-date copy of the rules and regulations in the Orange County <br /> Planning Department. <br /> 6. The recreation areas shall be cleared and grassed, a hard surfaced <br /> basketball court installed in Block D, tot lot built. in Block C. The <br /> recreation facilities and sites shall. be open to the tenants of this devel- <br /> -)mont at all reasonable times, periods for maintenance excepted, <br /> // <br />
