Memorandum to bucker <br /> Page Three <br /> May 19, 1982 <br /> I have not gone through the proposed ordinance with a fine-toothed comb <br /> because it simply cannot be enacted in its present form without extensive <br /> enabling legislation. It is my advice that we report rather quickly and <br /> briefly to Mr. Thompson that there appears to be little use in refining <br /> the ordinance, as such, given the present state of the law. Rather, what <br /> is needed is work on:proposed enabling legislation to be presented to the <br /> 1983 General Assembly.
