, Jec <br /> '14'0kt . <br /> -", - <br /> • . <br /> Pig,. 3 <br /> JUSTIFICATION <br /> APPLICATION FOR CHANGE IN ZONING DISTRICT CLASSIFICATION <br /> ORANGE COUNTY, 1NORTH CAROLINA <br /> CATES FARM APARTMENTS, ORANGE GROVE ROAD <br /> Application is=hereby made to.rezone from R-5 to R-8 a 4.01 acre tract of -" - <br /> land adjacent to Cates Farm Apartments on Orange Grove Road in Hillsborough <br /> Township, Orange County. The following materials are presented in support <br /> of this applicaion, as required by Section 20.3.2 of the Orange County <br /> Zoning Ordinance: <br /> a. A map of the area proposed for rezoning is attached. <br /> b. A legal desCription of the area proposed for rezoning is attached. <br /> c. The error in the zoning ordinance is as follows: <br /> The subjeCt property was zoned in mid-1981 to a Rr$ classification. <br /> At that time, Cates Farm Apartments were being developed on <br /> adjacent property at a density of 8 units per acre. The site has <br /> City water and sewer available and good vehicular access. There <br /> is a demand for low cost housing in the area. The site is particu- <br /> larly well suited for higher-density development, and should have <br /> been zoned in that way initially. <br /> d. The changing conditions: <br /> 4 . <br /> Reference is made again to the high demand for low cost housing, and <br /> to the fact that at the time zoning was imposed on the subject <br /> property the adjacent land was developing at an 8 units/acre <br /> density. The general welfare of the area would be promoted by this <br /> amendment by enabling the continued development of low-cost housing. <br /> e. Compatibility with the Comprehensive Plan: <br /> The site is located in an area which, in the Comprehensive Plan, <br /> is designated as "10-year transition" for urban use thus high- <br /> density residential development is compatible with the Plan. <br /> PREPARED BY: <br /> THE JOHN R.
