-„, 3.15: JL - -- The general goals and policies of the Orange County Land Use Plan which apply to the proposed rezoning suggest that the proposal is in conformance with the Plan. The applicable goals and policies are as follows: Goal Policy Goal Five The management of growth so that it is directed to areas where growth is desireable and can be accomo- dated. 5..11 Designate activity nodes of various types and func- tions at the intersections of major arterials and for collectors in order to accomodate different in- tensity levels of commercial and industrial develop- ment. These nodes include both existing and proposed nodes. New activity nodes will be located using the locational criteria specified in Policy 5.1, in re- sponse to proposed development activity. 5.12 Utilize activity nodes to promote clustered de,. ment and to descourage strip development. 5.13 Identify activity nodes as the only places approp- riate for non-farm related commercial and Indus- tial development. 5.16 Designate Rural Community, Rural Industrial and Rural Neighborhood activity nodes in Rural Residential and Agricultural Residential areas. 5.17 Designate land focused on designated road intersec- tions within Rural Residential or Rural Agricultural Areas that is appropriate for industrial activities and which has good access as Rural Industrial activity nodes, Goal Six The promotion of economic development which empha- sizes employment meeting local needs while preserv- ing the character of communities and protecting the natural environment. 6.1 Provide for a sufficient amount of suitable land to accomodate the expansion and growth -of commercial and industrial uses in the County. 6.9 The following Rural Neighborhood Activity Nodes have been designated, . . . .
