D. Street Improvements <br /> OCO 8001 <br /> Gentlr.len: <br /> On Thursday, July 22, 1982, bids were received and opened for construction <br /> of street improvements, as part of tht. HUD-funded Community Development <br /> Program in Northern Fairview Community, (This was the second opening; the <br /> first one on June 22 was unsuccessful for lack of three bona-fide bids.) <br /> A tabulation of those bids is enclosed. <br /> The low bidder is Propst Construction Company of Concord, NC, with a lump <br /> sum bid of $639,000. Propst has been in the business of highway and heavy <br /> construction for 50 years, and has had numerous contracts with Concord, <br /> Charlotte, NC DOT, and South Carolina DOT. McAdams Company has never <br /> administered a construction project by Propst before, so we got the following <br /> reports: <br /> From Charlotte City Engineering Department (Mr. Steve Moore, Construction <br /> Engineer) - Mr. Moore recently worked with Propst Construction Company <br /> on a $931,000 street job for the City of Charlotte. In his opinion, <br /> Propst performed quite satisfactorily as they have on previous jobs <br /> for the City. He noted that Propst is a very stable, reputable firm, <br /> and they are presently in a position to take on new work. Propst <br /> underbid the number of days to complete the Charlotte street project, <br /> but they did very high quality work, <br /> From NC DOT, Construction Branch, Raleigh (This is the office that con- <br /> ducts all DOT bid openings and handles the pre-qualification process <br /> of contractors.) (Mr. Jim Murphy) - Mr. Murphy has found the perfor- <br /> mance of Propst to be satisfactory, while their quality of work has <br /> been above average. In addition, they have adequately met their time <br /> schedules. <br />
