Addelson <br /> Phone Number: 732-8181 ext. 501 <br /> PURPOSE: To conSider granting a waiver of the compliance date for provision of <br /> home monitoring services (fully activated security services) by Village <br /> Cable of Orange County, Inc. <br /> »MD: Section IX of the ordinance granting a franchise to Village Cable for <br /> the unincorporated areas of Orange County specifies that Village CahTe <br /> "shall provide a system with . . . fully activated security services <br /> (as described in the proposal of Village Cable of Orange County, Inc. , <br /> Sections I and V) within 18 months of the effective date of this ordinance." <br /> These services include fire, medical , intrusion and assault alarms. <br /> This 18 month period within which Village Cablewas to provide this <br /> to subscribers expired July 26, 1982. <br /> IMPACT: The waiver of the compliance date will delay the availability of home <br /> security systems to Village Cable subscribers until that time that <br /> provision of this service becomes more feasible. <br /> At present, provision of this service to the few subscribers who are <br /> demanding it would require a subsidy by all subscribers in the form <br /> of increased rates for cable services. In^additinn, there are problems <br /> with the reliability of the technology for delivery of this service. <br /> Recommendation(s) : <br /> Approve waiver whereby delivery of the security service will be delayed <br /> until it is more feasible. <br />
