These three letters have to do with the <br /> recent requested change In the old jail facility relating to the sub- <br /> soil under the old concrete slab. <br /> The first letter dated July 27, 1982, deals with excavation and re- <br /> placement with Chapel Hill gravel and is in the amount of $8,785.00. <br /> The second letter dated July 28, 1982, deals with the concrete abut- <br /> ments recommended by Freehling & Robertson, Inc. and is In the amount <br /> of $i,548.001 The final letter is in the amount of $2,928,00 and is <br /> Security Building's feeling that they are due more money because their <br /> original estimate of the job had the concrete slab being four Inches <br /> to five inches thick and as It turned out it was greater than eight <br /> inches or ap roximately a foot deep. <br /> I do not recignize this as a legitimate item since it Is up to the con- <br /> tractors to inspect the premises and to ask questions they may have at <br /> the time. If there was any doubt the contractor should request from the <br /> architect an the owners rather than indicating an estimate. Estimate„ <br /> are not sail factory unless so stipulated on their bid. Therefore, I <br /> will deny the request from this office. <br /> As you aid I discussed it appears that the amount requested for the concrete <br /> abutment of $3,548.00 is relatively in line. " However, as we also discussed <br /> with the addltional fill and concrete slab to be added as well as a new con- <br /> tainment wall �on the exterior of the building it would seem that these abut- <br /> ments would niet be necessary. In calling Froehling & Robertson and speaking <br /> to Mr. Hood, we discussed the merits of not placing the abutments as they re- <br /> quested. Mr. Hood strongly indicated to me that he would be a no position to <br />
