North Carolina 27514 <br /> Dear Joe: <br /> The primary concerns of the Chapel Hill-Carrboro Board of Education <br /> in relation to the Horace Williams Airport are for the Safety of students <br /> and staff and the noise factor related to its operation. Other major <br /> colcerns are Ifor the well-being of persons using our facilities when <br /> Schools are not in session (i .e. , recreation programs, Community schools <br /> pro-q <br /> raims. et and protecting the public investment in our buildings <br /> and grounds. <br /> The activities at Horace Williams Airport have been of great concern <br /> to Boards of ;Education for many years as evidenced by agenda items appear- <br /> ing for discu'ssion/action by the Boards many times. Some school locations <br /> were chosen on indications that Horace Williams Airport would be closed. <br /> With this historical background and the concern for safety the school <br /> board unanimously passed the following motion at its board meeting on <br /> September 22, 1980: <br /> "That the University of North Carolina pursue plans to close Horace <br /> Williams Airport as soon as is feasible but no later than 1990 and until <br /> the airport i� closed that the following restrictions be included in the <br /> Chapel Hill z(�I ning ordinance. <br /> i <br /> 1 . Restrict airport use to small aircraft as defined in the <br /> Unive!rsity operations and policies guidelines for Horace <br /> Wi lains Ai rpor t <br /> 1 <br /> 2. A max6ura of 50 aircraft based at the airport <br /> 1 <br /> 3, Flight patterns for all aircraft be planned to -avoid all <br /> I <br /> five school properties (Estes Hills, Phillips, Seawellj <br /> CHHS, iCarrboro) in that area <br /> 4. Use current town noise level ordinance as guide to regulate <br /> noisellevels over school property <br /> i <br /> 5. Use FFIA altitude ordinance to enforce altitude levels of <br /> plane over school property <br />
