10. The Corporation shall be responsible for maintaining the con <br /> roads serving the development, maintaining the common wells and water li <br /> and pi 7oviding adequate water supply and water quality to individual lot! <br /> The Corporation may levy uniform assessments upon each lot, in a manner <br /> -1. 1 red by the Board of Directors, for the payment of common area expel <br /> includling but not limited to road maintenance, well maintenance, utility <br /> ;ion, taxes, liability insurance, and other expenses incidental to <br /> maintenance and preservation of the common or recreational areas. <br /> 1 11. The Corporation shall, from time to time, but not less than <br /> annua I Ily, fix and determine the annual budget for common area expenses <br /> Ithe continued operation of the Corporation. The Corporation shall deter <br /> I <br /> the total amount required, including the opera tional items such as <br /> insurance, repairs, emergency reserves, maintenance, and other operatini <br /> expenLs, as well as charges to cover any deficits from prior years and <br /> capit�l improvements approved by the Board. In the event the Corporati, <br /> should fail, for any reason, to determine the budget for the forthcomim <br /> year, then and until such time as a budget shall have been determined, <br /> budge It in effect for the preceding year shall continue to be in effect <br /> the forthcoming year until a new budget is approved. <br /> 12.
