Penta indicated that citizens Air- <br /> port Planning was a large, varied group with a common concern and recommr <br /> ended the proposal as a solution. <br /> Franklin Kirby - Bingham Tcwnship resident. Kirby indicated that on the <br /> S&E plans for the proposal, drainage facilities along the eastern side <br /> were located on his family's property and not on property controlled by <br /> the developei. <br /> David Curl- Bingham Township resident. Curl indicated his house was on the <br /> approaCh zone 1600 feet from the southern end of the runway. He inquired <br /> as to who Buck Mountain Company was. <br /> Gordon Ruthe*ord - University of North Carolina Director of Facilites e5)-1Ap-v <br /> Planning. Rutherford cited two letters introduced at the March 8, 1982) <br /> Public Hearirh indicating that the University's position remains the <br /> N <br /> same as outlined in the April 17, 1981 letter frail John Temple to Mayor <br /> Nassif. Rutherford ecmphsized tht financial viability should not be deter- <br /> mined on the basis of UNC involvement commitment. He added that UNC has ree <br /> and cannot risks a commitment to an alternative airport until it is deter- <br /> mined that the airport meets the requirements of the university and fund- <br /> ing it available to move university operations to another facility. He <br /> continued that UNC would phase out the ncm7university use of Horace <br /> Williams by 45 based planes. Rutherford stated the University was not keen <br /> on the airport business and that the proposal does have a chance to meet <br /> the university's needs. He ma:amended considerable discussion of the pro- <br /> posal. <br /> Kizer asked how many planes were university - owned. Rutherford responded <br /> five. Kizer inquired if AHD C required a Facility within ten miles. Ruther- <br /> ford noted that was an AHEC criteria. Kizer asked if Duke had the same <br /> requirement. Rutherford responded he did not know. <br /> Kizer inquired about the use of monies obtained form the sale of Horace <br /> Williams landl. Rutherford responded that Temple has indicated in a letter <br /> to Richard Whiffed that the University cannot aWestitself of property to <br /> determine available funds, but that the University expressed a will <br /> to work with the County. Kizer inquired about long range plans if Horace <br /> Williams closed. Rutherford indicated there were no plans. Kizer noted the <br /> suggestion of La satelite compus at Horace Williams. Rutherford responded <br /> that there was a rough enriPlilvtht-cap presently and there were not <br /> indications that it would be lifted. He added that future decisions may raise <br /> enrollment tolbe qpcomcdated through a satellite campus. Kizer expressed <br /> concern that the County would indirectly be funding a new campus by approval <br /> of the project and that UNC could close Horace Williams and that the land <br /> would be f up for another use. Rutherfdrd indicated there was no inten- <br /> tion of sellir the land as much of the land was restricted die to being <br /> obtained as a gift to the University or purchased with state funds. Monies <br /> obtained for the land would revert back to the N.C. general fund. Kizer <br /> inquired about the University's authority to exercise the power of eminent <br /> domain around Horace Williams. Rutherford responded that the University <br /> could do so in the name of the state. Kizer questioned why this power _ <br /> not been exercised earlier to control the area around the runway. <br />
