Joint Public Hearing <br /> July 8, 1982 <br /> Board of County Commissioners Present: Richard Whiffed, Norman Custaveson <br /> Shirley Marshall, Norman Walker, Don Wilhoit <br /> Planning Board Members Present: Pat CraWford, Logan Irvin, David Shanklin, <br /> 1 <br /> Sally Boericke, Steve Kizer <br /> The public hearing was called to order at 7:40 p.m. All those wishing <br /> to present evidence were sworn in. <br /> Agenda Item # 1: Class A Special Use Permit Request.frm Buck MoUntain <br /> Development for a General Aviation Airport <br /> Cannity presented the findings of fact and recommended imposed conditions <br /> for the special use proposal. He gave a short presentation on the three <br /> types of uses in the permitted districts table of the Zoning Ordinance. <br /> These include permitted uses, non-permitted uses and special uses. He <br /> explained the applicant had the burden of establishing compliance with the <br /> ordinance arid that the Board of County Commissioners must grant approval <br /> of the proposal unless they find the proposal contradicts the items in <br /> Section 8.2.2. Anyone opposing the proposal on the grounds stated in Section <br /> 8.2.2 a) thirkd) must provide substantial evidence to support this claim. <br /> 1 <br /> Cannity added that the proposal must meet both required and imposed conditions <br /> and that Si* conditions run with the land and the use. Cannity presented <br /> the information required and provided by the developer as well as additional <br /> information including a letter from Bruce Mathews dated May 30, 1982 regard- <br /> ing aircraft operations. Cannity indicated that Mt. Mathews felt it reason- <br /> ' <br /> able to assure daily operations of 500 per plane. He added that with regard <br /> to vehicle trips, DOT felt confortable with using annual operations. <br /> I . <br /> 1 <br />
