Mr.Rooks, referring to the Zoning Ordinance, cited "Section 20-1 <br /> outlining reasons for rezoning'," there is a manifest error" Mr. Rooks <br /> said that at the time the zonining ordinance was established that the <br /> Board had made "a concious choice as to how to zone this property." He said <br /> the Board knew the development was underway and still zoned it R-1. He said, <br /> "based on that...I do not believe the Board made a clear error." Mr. Wagner said at the time, there were 20 families <br /> living in the neighborhood with, for example, four people per home which <br /> gave a maximum of 80 people and 40 cars, if two cars per family were allow , <br /> Mr. Cates had, Mr. Wagner said, increased the population by 270 people and <br /> the vehiclular traffic was increased proportionately. Mr. Wagner said there <br /> were no shoulders on Orange Grove Road and kids ride bikes or walk to the store <br /> creating a safety hazard. He contended that there were "wrecks almost weekly <br /> on Orange Grove Road" in this area. He said kids would ride in the street. <br /> iMr. Wagner continued that he lives at the "top ol the hill" and he feared <br /> that a child would someday be struck by a car coming over the hill because of <br /> the lack of sight distance. He requested that the rezoning from R-1 to R-8 <br /> be denied as incompatible with the neighborhood. <br /> Dr.Christopher Byrd, Route 2, Box 479, said that Mrs. Ed M Hines, <br /> who lives on the south of 1-85 and east of Orange Grove Road was his <br /> mother-in-law and he was speaking for her as well as himself.
