He added that the charge <br /> by the Town of Hillsborough was not in question but a surcharge which would <br /> go to the school system under an agreement in 1973 when lines were extended <br /> to the Grady Brown School was being disputed. Mr. McAdams provided details <br /> of the agreement. The developer appealed to the School Board to reduce the <br /> surcharge due to the volume 5umber of units7 and the School Board declined. <br /> Mr. McAdams said the developer has decided that it would be cheaper to extend <br /> the water and sewer lines by another method rather than paying the surcharge. <br /> The lines would be extended for 30 feet from Oakdale Drive and a water boost <br /> pump station would be utilized. <br /> Commissioner Willhoit: Asked in terms of long range services to ti <br /> area if "that is the most ideal method" of provision. <br /> Mr. McAdams: Said the the utilization of a water pump booster station <br /> would enhance the water pressure, raising the water pressure in the entire area <br /> so that all users in the area would benefit. <br /> Commissioner Whitted: Asked Mr. McAdams if there was a sketch plan <br /> available for the next planned phase. Mr. McAdams responded that he does <br /> have one but not with with him at this hearing. Commissioner Whitted said he <br /> was particularly concerned was the safety factor of the streets. He added <br /> that he had been to Phase I and while he would not call it pavement, he'd <br /> accept that term. He asked if this "pavement" was the same as was planned for <br /> the area requested for rezoning.and. if it was the same as in the mobile home <br /> park he Timbers7. Mr. McAdams said the mobile home park had two inches of <br /> "asphaltic treatment" but that the loop road within the park was paved to State <br /> secondary road standards. Commissioner Whitted said he had two further concerns: <br /> 1) that with regard to Phase I, the existing units t the developer had not <br /> provided maintenance of the roads during snow and ice storms, so that consequent <br /> residents had parked along Orange Grove Road creating a "safety hazard;" and, <br /> 2) with regard to the "sheer numbers" of those who mould be living in the <br /> existing units, the mobile home park and the planned units, the egress and ingress <br /> on the hill, along with the existing traffic on Orange Grove Road produced a safety <br /> hazard. Commissioner Whitted asked if improved safety design could be considered <br /> and incorporated. <br />
