' <br /> , i . � <br /> . <br /> / , <br /> �� <br /> � <br /> MINUTES <br /> . <br /> JULY 8, 1982 <br /> ' <br /> The Orange County Board of Commissioners met in a special joint public <br /> hearing with the Orange County Planning Board on Thuruday, July 8, 1982, at <br /> 7:30 P.M. in the Superior Courtroom, Orange County Courthouse, Hillsborough, <br /> ° <br /> North Carolina. <br /> Commissioners preSent; Chairman Richard E. Whitted, and Commissioners <br /> Norman Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> Planning Board members present: Pat Crawford, Chair, and members Sara <br /> Boericke, Logan Irvin, Steve Kizer and David Shanklin. <br /> Planning Board members absent: Tom Bacon, Alice Gordon, Nancy Laszlo, <br /> Hazel Luntford and John Wilson. ' <br /> Chairman Whitted said the first item on the.agendu of the joint public <br /> hearing was a Special Use Permit Request for a General Aviation Airport by <br /> / <br /> Buck Mounbiin Development Corporation. All those who wished to give testimony <br /> - <br /> on the Special Use Permit Request by Buck Mountain Corporation for a General <br /> ! Aviation Airport were either sworn or affirmed by Chairman Nh1tted, <br /> Mr. Cannity reviewed the categories of use as defined in the Orange County <br /> Zoning Ordinance: they are permitted uses, nun,permitted uses and Special Uses. <br /> Mr. Cannity elaborated on .the requirements for a Special Use Permit as outlined <br /> in Article 8 of the Orange County Zoning Ordinance (hereafter bb i d Zoning <br /> Ordinance). He noted that in addition to the conditions required by the Zoning <br /> Ordinance the Board of Commissioners could impose additional conditions which the <br /> applicant must meet "as will afford protection of the public health, safety and <br /> general welfare, ensure that substantial justice is done and equitable treatment <br /> proVided." Mr. Cannity said that after this public hearing the SpeCial Use Permit <br /> request will be referred to the Planning Board for its recommendation to the Board <br /> of County Commissioners, Mr. Cannity noted that any conditions imposed on the Specia <br /> - Use Permit Request, if granted, "shall run with the land and the uSe, and shall be <br /> inding on the original applicant as well as all successors, assigns and heirs." <br /> Mr` Cannity provided additional information to the 8oards: <br /> • The definition of a gohpral aviation airport, which is a public air- <br /> , <br />
