254 <br /> My final point addresses the question which I have heard raised <br /> as to the amount of discretion allowed the Board of Commissioners in <br /> weighing factors beyond the purely techincal issues of an airport <br /> installation. Not only is the Board allowed to consider such nontech- <br /> nical concerns as public health, safety, and general welfare; effect <br /> on surrounding property values; and compliance with the general devel- <br /> opment direction of the area; but Article 8.2.2 requires that the Board <br /> find these factors to cause no negative impact from the proposed <br /> Special Use. <br /> I think that these issues I have raised all support the denial of <br /> the present application for a Special Use approval for the proposed <br /> Midway Airport. <br /> Thank you, <br /> Ralph Warren <br />
