.i <br /> Page Five <br /> SERVICE AGREUMBT <br /> (c) Neither this agreement nor any part hereof which involves the <br /> specialized skill or expertise of the Contractor shall be assigiled, <br /> subcontracted, or in any way transferred without the prior approval <br /> of the Contract Administrator and the State of North Camlina M <br /> (d) 'JlMW M. Ward � _ , authorized County/City official, <br /> designated as the Contract Administrator (project coordinator) for <br /> the County/City with responsibility for all matters relating to this <br /> agreement including but not limited to invoice approval. However, <br /> any chap es in the scope of the agreement which will increase, or <br /> decrease the Contractor's compensation shall not be effective until they <br /> have been approved by the Contract Administrator and documented through <br /> a written amendment to this agreement. <br /> (e) Contractor shall comply with all provision of Executive Order 11246, <br /> entitled "Equal Employment Opportunity", as amended by Executive Order <br /> 11375, and as supplemented in Department of Labor regulations <br /> _ (41 CFR fart 60). <br /> (f) County/City officials, State officials, Contract coordinator, the <br /> Federal Grantor Agency, the Comptroller General of the United States, <br /> t or any of their duly authorized representatives shall have access to <br /> any books, documents, papers and records which are in any way pertinent <br /> s <br /> to this agreement for the purpose of making audit, examination, <br /> excerpts, and transcriptions. Contractor shall maintain all required <br /> records for . 3 years after the County/City makes final payments and <br /> all pending matters are closed. Contractor assures the County/City <br /> that the County/City, with the other officials and agencies mentioned <br /> in this Item (f), Section VI, of this agreement, shall have access to <br /> any all books, documents, papers, and records of the Contractor for <br /> the purpose of audit, examination, excerpts, and transcriptions. <br /> (g) Contractor shall comply with mandatory standards and policies relating <br /> to energy efficiency which are contained in the State Energy Conservation <br /> plan issued in compliance with the Energy policy and Conservation Act <br /> (P„L. 94-165). <br />
