The first written contract between the County <br /> and our firm is dated April 29, 1976 and called for hourly <br /> compensation of $40.00 for work done out of court and $75.00 for <br /> work done in court. This contract was open-ended in terms of <br /> duration. In September 1976, the State office advised Flora <br /> Garrett, then Chair of the Board, that the State would not reimburse <br /> Orange County fully for legal services paid under this contract because <br /> the hourly rate exceeded State authorized guidelines. Thereafter, in <br /> the Fall of 1976, we agreed to a new contract calling for a single <br /> hourly rate of $40.00 for all services. This rate was approved by the <br /> State for reimbursement.(Seventy-five percent of all child support <br /> enforcement program operation expenses are reimbursed by the State <br /> from Federal and State funds. Likewise a substantial portion of the <br /> support money collected is directed to the State as reimbursement for <br /> these expenditures.) This contract was executed by the Board and our <br /> firm on October 19, 1976 and, by its terms, expired on June 30, 1977, <br /> Since October 1976 we have provided legal services to the <br /> child support program for an hourly rate of $4D.00. Each fiscal year <br /> since that time a contract has been executed reflecting this <br /> understanding. <br /> The State IV-D office will now reimburse counties for <br />
