<br />The Hoard of Covnty Commissioners met on M1tondny, htay 2, 1955, at ten
<br />o'clock in the Commissioner's room. Members present Chairman R. J. M. Robb s,
<br />Commissioners 51m Efland, Ed Lanier, Dwight Ray and Henry Walker. Members
<br />absent none. The minutes for the meetings held on April lyth, Apr11 ].I;.th and
<br />April 26th, were read by the clerk and approved by the Board. '-1
<br />Don Matheson, County Farm Agent, and Ed Barnes, Ass is tent County Agent, !_~
<br />reported the progress made in the "Efficiency Program" which 3s being conducted
<br />In Orange County. The Hoard was pleased with the progress and efforts of the
<br />communitl es in this program.
<br />Hume Claytorn, County Dog Warden, reported that since January 1, 1955,
<br />there had bean 373 dogs ampounded, 85 sold to hospitals, 34 shot, :2t{lL-gass ed; s. <:
<br />and 11~Jy3 vaccinated. Permis sl on was granted to tdr. Clayton to write persons
<br />who had failed to have their dogs vaccinated and inform than of his plans
<br />to visit certain sections of Orange County at specified dates.
<br />Ben 'Nilson appeared on behalf of the road petl lion wh lch had been
<br />previously been submitted by R. E. Wilkinson. Tha Hoard informed Mr. Wilson
<br />that they would look et Mr. i4ilkins on's road when they made their road
<br />Snsnec tion later 1n the month.
<br />1Ars. Jane Parker submitted an itemized report on the work of her
<br />department during the month of April.
<br />Dpon motion of Commissioner Efland, seconded by Commissioner Walks r, and
<br />unanimously passed, Sheriff Clayton was ordered to run an add Sn the county
<br />paper conce rning the sale of the Sherriff's car.
<br />A letter dated April 27, 1955, from R. C, Mastertdn, Ragi stray for the
<br />Special. FS re District Election Sn Chap al Hill, was read by Chairman Hobbs
<br />to the Board. hfr. Mas to rton certifies the passage of the Speclnl Fire
<br />DSs trict Election which was held S.n Chapel Rill on Tuesday, April 12th.
<br />The official counting of the ballots show 198 for the establishment of the
<br />fire distrclt and 9 against it with 1 mutilated ballot.
<br />M. C. Burt, Negro Farm Agent, reported. that the new .fy-H Club C¢mn at
<br />Hammock Beach for Negro child was progressing rapidly.
<br />Dn on motion of Commissioner Lanier, seconded by Commissioner Wniker and ~~
<br />unanimously passed, St was ordered that the new program at Rammock Heach be _~I
<br />recommended to both the Negro and :Yhite citizens of Orangge County and that
<br />they ba urged to contribute so that the sum of $500 to X600 might be given
<br />from Orange County.
<br />Dr. Garvin submltt ed his budget for $19,500.00.
<br />Chnirman Hobbs read the report from the State Jail Inspector. Said
<br />Inspector advised that new screens were needed for the ,jail windows, modern
<br />plumbing and welded bunks fns teed of the swinging bunks should be installed.
<br />'~ Upon motion of Commissioner Lanier, seconded by Commissioner l4alker, and
<br />unanimously Pnssed the following resolution was adopted:
<br />"t4F?ERHAS, Lt is desi r¢ble that the slowly increasing tax base Sn Orange
<br />Covn ty for ell tax-supported services be increased in order to promote the
<br />gene rel. welfare of Orange County; and
<br />WHEREAS, the expansion of a¢riculturlel and industrial activity Sn Orange
<br />7ounty will require the unders tending, cooperation, and support of all the
<br />>eople in Orange County; THEREF03E,
<br />HE IT RE30LVID by the Board of County Commissioners of Orange County this
<br />the 2nd day of May, 1955;
<br />FIRST, that there be and is hereby authorized and es tabllshed The Orange
<br />SECOND, that the purpose and duty oC the said Commission shall be to
<br />rage and promote in every way feasl ble and legnl the location of additional
<br />trial and agricultural enterprls es in Orange County; the improvement and
<br />slop of such an to rpris as now located Sn Orange County; and to promote _
<br />s t¢nding among the people throughout Orange County of the need for such 1
<br />h and development in Orange County;
<br />THIRD, that said Commission shall be composed of four representatives from y
<br />Township in Orange County appointed by the County Cortvniss loners;
<br />FODRTH, that the Township Represents ti vas shall be nppointed for two year
<br />the first two year term to end December 31, 1956; the seond term period
<br />d December 31, 1958; etc.;
