The Orange County Board of Commissioners met in special session on Monday, <br /> 8~ June 21, 1982, at 8:00 P.M. in the Meeting Room, Municipal Building, Chapel <br /> 9. Hill, North Carolina. <br /> 10. Commissioners present: Chairman Richard E. Whitted, and Commissioners <br /> 11. Norman Gustaveson, Shirley E. Marshall, Norman Walker and Don Nillhoit. <br /> 12. The purpose of the meeting was a budget work session; Chairman Whitted <br /> I]" presided and introduced the Honorable Anne C. Barnes, Orange-Chatham Representative <br /> 14. to the North Carolina House. Representative Barnes presented a report on the <br /> I5° Appropriations Bill now under consideration by the North-Carolina Senate and <br /> 16. passed by the House on this date and that Bill 's effect on local government bud- <br /> 17. gets. <br /> I8" Chairman Whitted thanked Representative Barnes for her timely report; she <br /> 19° added that she would return the following evening for a further up-date, <br /> 20. The Finance Director, Wallace Harding, presented the latest revenue figures <br /> 21^ for the County. <br /> 22. Dr. Dan Lunsford, Assistant Superintendedt for Instruction In the Orange <br /> 23° County Schools, provided the Board with information on costs for reshingling <br /> 24. C.N. Stanford School. <br /> 25^ Dr. Pamela Mayer, Superintendent of the Chapel Hill-Carrboro Schools, told <br /> 26. the Board that State action in its budget deliberations reduced that school <br /> 27. systems budget request by about $139,422'00 and that its budget would be balanced <br /> 20. by a d1stHnt tax of $,148/$100' After consultation with the County Manager, Dr. <br /> 29° Mayer said based on the collection rate for that district the schools' budget <br /> 30^ could be balanced by a District Tax of $.14$/$1O0' <br /> 31° Chairman Whitted suggested moving $144,750 from the $244,760 Contingency to <br /> 32. Revenue; and, noting that the State had eliminated merit increases for its employees <br /> 33" this fiscal year, suggested that the County place $105,527 for merits into <br /> 314-" Revenue. Responding to Board questioning, Mr. Harding said that approximately <br /> 35° $733"000, was in fund balance. <br /> 36" Commissioner Whitted further suggested funding $100^000 for C.W.
