1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 March 7, 2017 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Tuesday, March 7, <br /> 10 2017 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br /> 13 Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Dorosin called the meeting to order at 7:00 p.m. <br /> 21 <br /> 22 1. Additions or Changes to the Agenda <br /> 23 <br /> 24 A motion was made by Commissioner Rich, seconded by Commissioner McKee to swap <br /> 25 the positions of Items 7-a and 5-a. <br /> 26 <br /> 27 VOTE: UNANIMOUS <br /> 28 <br /> 29 Staff requested to defer Item 6g: Request for Road Addition to the State Maintained Secondary <br /> 30 Road System (Eubanks Road — SR 1727, Partial), and Secondary Road Abandonment <br /> 31 (Eubanks Road, SR 1727, Partial) on the Consent Agenda, until the March 21st agenda. <br /> 32 <br /> 33 PUBLIC CHARGE <br /> 34 <br /> 35 Chair Dorosin dispensed with the reading of the Public Charge <br /> 36 <br /> 37 2. Public Comments <br /> 38 <br /> 39 a. Matters not on the Printed Agenda <br /> 40 Dennis Sechrist said he received his property revaluation notice, and he is upset. <br /> 41 He said he lives in Hillsborough, and his revaluation went up $100,000. He said his wife <br /> 42 and brother are both in a nursing home, and he is financially responsible for them. He <br /> 43 said 25 percent of his social security will have to be used to pay these taxes. He said the <br /> 44 Board of County Commissioners (BOCC) now wants residents to put their money into <br /> 45 light rail, which is something he will never use. He said this organization is mafia like, <br /> 46 and criminal. He said the BOCC has a controlling influence, and it is raping the people of <br /> 47 Orange County in the name of taxes. He said he is a VeteranCommissioner Jacobs <br /> 48 suggested that Mr. Sechrist be referred to the County Tax Administrator, Duane Brinson, <br /> 49 to learn about the appeals process. <br /> 50 <br />
