Program Year 2015-2020 Five Year <br /> Consolidated Plan (Only Available <br /> Electronically <br /> at: http://www.orangecountync.gov/ <br /> Final Consolidated Plan 1111201 <br /> 5.pdf <br /> PURPOSE: To receive comments from the public during a second public hearing (the first <br /> public hearing occurred at the January 24, 2017 BOCC regular meeting) regarding the housing <br /> and non-housing needs to be included in the Annual Action Plan Update of the 2017-2018 <br /> Consolidated Housing Plan for Housing and Community Development Programs in Orange <br /> County. <br /> (NOTE: The Consolidated Plan is separate from the County's Affordable Housing Strategic <br /> Plan. However, Attachment 1 provides a summary regarding how the two Plans align with each <br /> other.) <br /> BACKGROUND: In May 2015 a Consolidated Plan for Housing and Community Development <br /> Programs in Orange County was developed and approved by the U.S. Department of Housing <br /> and Urban Development (HUD). This document details the housing needs of very low income, <br /> low income and moderate-income families and special population groups in addition to outlining <br /> the strategies and plans for addressing those needs. <br /> Each year, local communities are required to reassess the needs of the community. This public <br /> hearing provides an opportunity for the public, public agencies and other interested parties to <br /> provide input into the Annual Action Plan Update. In addition, the public may comment on <br /> proposed uses of an estimated $348,265 in 2017-2018 funds. Orange County is in the third <br /> year of the Five Year Consolidated Plan. Information regarding actual Congressional allocation <br /> is not available at this time. Eligible HOME Program activities include: acquisition; new <br /> construction; housing rehabilitation; and rental assistance. <br />
