I Public Hearing: Yes no <br /> Attachntent(s): Information Contact: Jim Polatty <br /> phone Ntrnber: Ext. 342 <br /> PURPOSE: To set a policy to help deternane which public, non-state maintained <br /> roads will be pasted by the County with road name signs <br /> NEED: Orange County has named and posted public roadswithintheunincorporated - <br /> areas of the County. These are roads that are state maintained. The <br /> County subdivision regulations require road signs an all newly created <br /> public and private roads. The Road Naming Advisory Comittee s (RONAC) <br /> charge was to name all public and pdblic non-state maintained roads. <br /> No policy has ever been set about posting signs an the public non-state <br /> • <br /> maintained roads. <br /> Many of these roads were created after the 1973 North Carolina state law <br /> establishing maintenance standards was passed but before the 1970 adoption <br /> of County-wide subdivision regulations. There are about 190 of these <br /> public non-state maintained roads. Approldmately 65 roads are paved, <br /> and 125 are unpaved. About 45 of the 190 roads of these pdolic, non- <br /> state maintained roads are in sUbdivisions which do not yet qualify <br /> for, or are awaiting state neantenanceo Almost all unpaved roads and <br /> antnknowe percentase of the paved roads will never be accepted onto the <br /> state system. The County Menagerie proposed Saligt has left open the <br /> possibility of posting all 190 pdolic, non-state maintained roads. <br /> IMPACT: These public non-state maintained roads all serve dwelling units. <br /> Therefore, these citizens have a potential need for location by the <br /> County emergency services. Sore of these 190 roads might be private. <br /> The legal status of soma of these roads is not clear. Without a title <br /> search that status may never be known. If the County pests these <br /> private roads, an cbvious contradiction would be created between our <br /> subdivision regulations, which require develoeers to pay for their road <br /> signs and this County action. The recontendatien would provide a policy <br /> to help ensure that no private roads are posted and that the citizens <br /> living an the road want a sign. <br /> ECOMENERTION: Adopt a policy for posting all public roads if: <br /> a) the roads are on the state road system <br /> b) the public, non-state maintained roads will, be added <br /> onto the state road system <br /> c) the public, non-state maintained roads will not be adcd to the <br /> state system but there is a recorded plat showing the right-of-way <br /> as public and 51% of the residents want the County to <br /> erect a road name sign. <br /> ------__ <br />
