MINUTES <br /> MAY 27, 1082 <br /> The Orange County Board of Commissioners met in a special session on Thursday, <br /> May 27, 1982, at 8:00 P.M. in the Meeting Room, Carrboro Town Hall, Carrboro, <br /> North Carolina. <br /> Commissioners present: Chairman Richard E. Whitted, and Commissioners Munn <br /> Gustaveson, Shirley E. Marshall, Norman Walker and Don Nillhoit, <br /> Commissioner Whitted called the meeting to order and announced its purpose, i.e. ) <br /> a special meeting on the Department of Aging and Health Department budgets. Com- <br /> missioner Whitted added one item: a Proclamation declaring June 5, 1982, Fun <br /> Fair '82 Day sponsored by the O-P-C Mental Health Center, the Orange County 4-H <br /> iProgrnm, Orange County Schools and the Orange County Recreation Department to pro- <br /> 'mote alternatives to drug and alcohol abuse for young people. <br /> Commissioner Marshall moved, seconded by Commissioner Walker, to adopt the <br /> Proclamation with thanks to the sponsors. (That Proclamation is on page ~� <br /> .' of <br /> this Book). Vote: Ayes, 5; noes, O. <br /> Mr, Jerry Robinson, Director of the Health Department, presented his department's <br /> budget request to the Board of Commissioners. He relayed several concerns of <br /> the Board of Health: <br /> 1--the Board of Health wishes to go on the record as recommending a cost of <br /> living increase for all County employees; <br /> 2--reclassifications for nurses as recommended by the Manager are legal but <br /> the Board of Health asks that Public Health Nurse I be upgraded to a 68, <br /> Public Health Nurse II be upgraded to a 70, and Nurse Supervisor be up- <br /> graded to 74. (Manager recormends 67, 69 and 73, respectively.) <br /> 3--a request that a Health Educator I position be added; <br /> 4-- & 5--contracts with 0D/QYN and Pediatrics at NCMemorial Hospital be renewed <br /> for additional amounts(the small increase was not anticipated) of $2,558 and <br /> $2,000 respectively; <br /> 6--contract to provide nursing at Stanford Junior High, $1,904 for the entire <br /> year; <br /> 7—$2,000 for the installation of a "Loaner" program for infant/toddler restraint <br /> seats. <br /> Mr' Robinson said the total cost of all his requests is about $30,000 additional. <br /> Mr. Robinson replied to specific questions the Board asked on his budget. The <br /> Board felt some report of programs and response might be helpful; for example, <br /> ajor trends if noted. Mr. Robinson was thanked for his presentation, <br /> The Board of Commissioners took a short break, resumed with all members present <br /> and Mr. Jerry Passmorp presented the Department of Aging and RSVP's budget to the <br /> Board.
