The residents of southern Orange County shoould <br /> certainly have a right to use this public water supply during <br /> times of need. <br /> Recommendation OS: Water conservation should not apply only <br /> to cases of interbasin transfers of water. Conservation can be an <br /> important factor in ongoing efforts to manage water resources and <br /> to reduce the economic burden on residents of the county to <br /> finance water resources--related capital improvements. <br /> If any agency in the county is qualified to speak on the benefits <br /> of water conservation , that agency Is OWASA, which has been <br /> recognized as having the most progressive water conservation <br /> program of any utility in North Carolina. At OWASA, water <br /> conservation has become an ongoing part of our water resources <br /> management philosophy, as conservation provides numerous benefits <br /> for the customer , the water purveyor , the county and the natural <br /> eniromet. At OWASA, regionalization means cooperation <br /> rather than centralization . <br /> OWASA will work towards developing regional solutions to water <br /> supply needs, provided that such solutions are economically <br /> feasible and that they do not present any adverse public health <br /> impacts.
