EVERETT BILLINGSLEY, <br /> EXECUTIVE DIRECTOR, OWASA <br /> Introduction <br /> The Report of tteOran"o County Water Resources Task Force <br /> contains 17 recommendations which pertain to the protection of th e <br /> quality of the water resources in Orange County and the provision <br /> of adequate supplies of pure drinking water for future residents <br /> of the county. As you are aware, the Orange Water and Sewer <br /> Authority (OWASA) is deeply committed to maintaining the quality <br /> of all water resources and to providing the public with safp a nd <br /> adequate quantities of drinking water. OWASA's philosophy with <br /> regards to protection and utilization of water resources in our <br /> area can be summed in one sentence : " If we are not bold tod� <br /> you can be sure we will be sorry tomorrow. " �" <br /> The Water Resources Task Force report is a good statement of the <br /> x" a» <br /> water resources-related issues and problems facing our county, and <br /> the Task Force and staff of the Orange County Planning Department <br /> are to be commended for their efforts. However, the 17 <br /> recommendations contained in this report represent only the <br /> ~ <br /> beginning step in the county-wide effort to protect local water <br /> resources. Each of the recommendations in the report certainly <br /> deserves more | n-depth analysis and the ultimate implementation of / <br /> these recommendations will come only after some difficult <br /> t»' '' <br /> decisions are made by the local governing bodies. <br /> In maintaining its commitment to sound water resources planning <br /> an d management , OWASA would like to restate its willingness t o <br /> develop <br /> cooperate with all local governing bodies in an effort to d l op <br /> a rational , coordinated approach to protecting our valuable and <br /> fragile water resources' e a» <br /> The following comments are brief summary statements on the <br /> recommendations contained in the Task Force rvport . <br /> Comments on Recommendations <br /> Water SupP1Y <br /> Recommendation #1o.
