The property is shown on Eno Township Tax Nap <br /> 21 as lot 31. The traffic ociunts in this area are 6300 <br /> daily trips on Highway 70 and approximately 325 trips on <br /> Palmers Grove Road. <br /> IMPACT: The intersection of Highway 70 and Palmers Grove Road <br /> is designated as a Rural Neighborhood Node in the Land <br /> Use Plan. The NC-2 district allows appropriate type <br /> development according to the Land Use Plan. The impact <br /> of this request, if approved would be moderate, when <br /> considered with the existing commercial use across the road. <br /> This request meets the following application criteria <br /> for the NC-2 district as set forth in the Zoning Ordinance. <br /> It is located within areas designated by the adopted Land <br /> Use Plan as either a Commercial Activity node or Rural <br /> Neighborhood or Rural Community Activity Node. Uses <br /> would serve a market area population confined to the <br /> immediate area and would generally not serve commuters or <br /> persons outside the surrounding neighborhood. Normally, <br /> the maximum amount of land zoned NC-2 at any node shall <br /> not exceed nine acres, but a maximum of 5 acres shall <br /> apply where population density is lower and distributed <br /> more widely than in the Transition areas. The Orange County <br /> Health Department has denied request for an Lnprovements <br /> Permit on any portion of this property. The last criteria <br /> for an NC-2 district is direct access onto either an <br /> arterial or collector sheet. This property has frontage <br /> on Highway 70. <br /> RECOMMENDATION: The type of development possible on this property is <br /> restricted because of the unsuitability of the subsurface <br /> soil for the installation of a septic tank and drainage <br /> field. Therefore, the amount of traffic generated by <br /> any use on this site should be reasonably small. The <br /> Planning Staff recommends approval. <br />
