We reduced our staff the equivalent of 7 staff <br /> positions and received some additional funds from County Commissioners to <br /> survive the 81-82 year. If DHR follows the recent formula endorsed by the <br /> State DSS Directors Association, we face even greater loss of funds for FY 82-83. <br /> Social Service funds were at least in part generated to prevent dependency <br /> and reduce public assistance caseloads. Counties with a low ratio of public <br /> assistance clients would be penalized under the formula being recommended. <br /> New Twist to Title XX <br /> The word is out (accurate I hope) that the federal block grant approach does <br /> not require local matching funds for federal money. The State, therefore, <br /> is in a unique position to increase funding to counties badly needing to <br /> "phase up" their human service programs without requiring any (or at least <br /> any increase in) local dollars to be budgeted, <br /> DHR Action <br /> The Title XX allocation system has been a very hot potato for DHR to handle. <br /> I feel lobbying there and with the Governor's Office would be beneficial at <br /> this time. I do not feel we can afford to let a formula slip through that has <br /> such a negative impact on our programs without opposition being voiced. <br /> I do not feel the DSS board meeting on 01/21/82 will be too late for a collective <br /> voice to be heard, however, I wanted to get some background information out <br /> in-advance of the meeting and feel any action individual members may want to <br /> take will be useful. I am asking Mrs. Marshall to share any of this information <br /> with the commissioners she feels is appropriate. <br />
