Secrist <br /> Interim Town, Manager <br /> Town of Chapel Hill <br /> 306 North Columbia Street <br /> Chapel Hill,INC 27514 <br /> Dear Ron: <br /> Re: CDBG Funded Renovation of the.Northside School <br /> Building for Senior Citizen Activities <br /> On October 1, 1981, Acting County Manager, Bill Laws informed Chris <br /> Burnette of yoUr Planning Department that all work had been completed on <br /> the above referenced project. A reimbursement of some of the County cost <br /> ($16,000) was then to have been made pending final inspection. Two pro- <br /> blems have held this up, according to Mr. John Davis of the Chapel Hill <br /> Inspections Department: , <br /> - 1. The County altered the list of work tasks without notifying <br /> the Town. . <br /> 2, The County did not make monthly progress reports as called <br /> for under Section 8 of the project agreement dated <br /> December 1;1980. <br /> . . <br /> Both of these points are correct, As to the first, the County started <br /> from a 15 item list-Arawn up by Senior Citizen's Council. As work pro- <br /> gressed it appeared to the County that it would be necessary to make some <br /> modifications to stay within budget. A ceiling change (an 8 foot height <br /> was called for; our people could only lower it 10 feet) was eliminated <br /> along with the dropping of electrical outlets. In the case of the latter; <br /> not only was it a matter of cost but there was the view that power would <br /> be inadequate to install all that was called for. It was also realized <br /> that later renovation work planned by the County would remedy this feature. <br /> As to the report problem, the County Public Works Director felt that <br /> the work was done over too short a period to necessitate monthly reports. <br /> The only thing that took a lot of time was the construction of a handicap <br /> ramp. <br /> 11111111■Nr.---- <br />
