And it isn't the most favorable material. And I say to <br /> you that Mr. Smith has been denied the right for program participation <br /> predicated on some nebulous approach that is not justified in being taken <br /> and we feel that he's being discriminated against, and we feel that all <br /> measures must be exhausted to see that he is treated fairly in his <br /> effort to carry out the discipline in which he has prepared himself to <br /> earn a decent living. And I thought the most appropriate thing would be <br /> to care before you and let you know what has happened, Now since that <br /> tire, Mr. Smith received a letter from the City of Durham stating that we <br /> would be eligible to participate in that program; he received that letter. <br /> Since the tire he was banned, he completed a $13,000 job for the City of <br /> Durham in the McDougall Terrace for a burned down apartment building. But I also see something else when I see a <br /> • <br /> letter calling from him on the, dated the 21st, one coming from him on the <br /> 22nd after he said to we "I haven't sent the letters out yesterday."
